Free Early Education Entitlement (FEEE)

The provision of FEEE enables all eligible 2 year old children to receive 570 hours each year of free childcare. This can be taken for a minimum of 38 weeks, which is equivalent to 15 hours each week, or can be stretched across 51 weeks. Children are entitled to a maximum of 10 hours per day, which may be available between the hours of 7am and 7pm, 7 days a week. Children can access this funding from the term after their 2nd birthday, up until the term after their 3rd birthday, when they will be able to access the FEEE for 3 and 4 year olds.

What are the eligibility criteria for 2 year old FEEE?

They will be eligible if their parent/carer is in receipt of one of the following:

  • income Support

  • income-based Jobseeker’s Allowance (JSA)

  • income-related Employment and Support Allowance (ESA)

  • support through part 6 of the Immigration and Asylum Act

  • tax credits and have an annual income under £16,190 before tax

  • the guaranteed element of State Pension Credit

  • the Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit)

  • Universal Credit

Children are also entitled to a place if:

  • they’re looked after by a local council

  • they have a current statement of special education needs (SEN) or an education health and care plan

  • they get Disability Living Allowance

  • they’ve left care under a special guardianship order, child arrangements order or adoption order

The way in which parents receiving some additional forms of government support confirm if they are eligible or not for two year old FEEE funding is changing. From Friday, 1st December, parents who wish to check if they are eligible can apply online at Synergy - Enquiry (leeds.gov.uk) for a Leeds City Council Early Years Voucher code.
